3CS PRO
Floods isolate communities. Bushfires destroy infrastructure. Networks saturate or fail under load. In those moments, authorities lose visibility, coordination becomes fragmented, and people are left without a reliable way to receive instructions or call for help.
3CS exists to close that gap.

What is 3CS?
The Civil Communications Continuity System (3CS) is a sovereign, infrastructure-independent communications capability designed to maintain authoritative messaging, coordination, and situational awareness when conventional systems can no longer be relied upon.
It is not a replacement for existing communications. It is a resilience layer - one that activates when everything else degrades or fails.
At its core, 3CS establishes a LoRa-based mesh network that operates independently of cellular, internet, or fixed infrastructure. Devices issued to responders and the general population form a distributed network, supported by fixed relays and rapidly deployable drone-based nodes, all coordinated through a central Command & Control (C2) capability.
Why 3CS Matters
3CS provides operational authorities with the ability to maintain control, communicate clearly, and act with confidence - even in the most degraded conditions.

Continuity of authority
Deterministic communication
Precision distress identification
Scalable population coverage
Graceful degradation
Reduced operational burden
A Complete Capability.
Not Just Technology
3CS is not delivered as a standalone product. It is a managed operational capability.
Command & Control (C2) Integration
EXCL deploys and operates 3CS C2 nodes that integrate directly into existing emergency services and client command environments.
Drone-Based Relay + Search Capability
3CS mobile relay drones extend communications and conduct simultaneous search and identification using thermal imaging.
Training, Support, and Sustainment
EXCL ensures clients can independently deploy and operate 3CS through training, operational support, and lifecycle management.
The Outcome
3CS transforms operations in degraded environments by enabling reliable communication, improved visibility, and faster, safer response.
